Monitoring non-existing file for changes logs an error

      Description

      If you promise to monitor a file that does not exist for changes an error is produced. I believe this should be a verbose level message if not a debug level message.
      A file that was previously found, and then removed will be tracked. A file that does not exist, is in and of itself not an error in my opinion, it just adds undesirable noise to the logs.
