cf-runagent gives inappropriate error message when no locks are given

      Description

      When -K or --no-locks are given as remote options an error stating that "Specifying input files is not allowed for remote execution.

      While this is correct, I have not specified a specific input file to use.

      In the C it seems to come from "here":https://github.com/cfengine/core/blob/3.6.2/cf-agent/cf-agent.c#L518

      To reproduce simply run cf-runagent with @-o "-K"@ as shown above.
