CFEngine inform reports fib about changing permissions on files during dryrun.

      Description

      Note how the output says the file had one permission, and it was changed, but the file stat after the run proves this incorrect.

      During dry-run instead of saying that permissions have been changed, I believe that it should say that they should be changed like this:
