cf-monitord produces "No such file or directory" error with /var/cfengine/state/histograms

      Description

      Fresh community installation from master, installed via "make install" in core, and "make install" in masterfiles. Bootstrapping to itself (hub) shows the following message at the end (I ignore some warnings):

      cf-monitord is not running after that. The bug is twofold three-fold:

      • the error "no such file or directory" in cf-monitord
      • cf-monitord segfaults right after daemonising
      • the bootstrap process should show "Failure, failed to start ..."
