      Description

      Log files are filling up with:
      There is no readable input file at '/var/cfengine/inputs/failsafe/failsafe.cf'. (stat: No such file or directory)
      CFEngine was not able to get confirmation of promises from cf-promises, so going to failsafe
      R: You are running a hard-coded failsafe. Please use the following command instead.#012
      "/var/cfengine/bin/cf-agent" -f /var/cfengine/inputs
      Executing 'no timeout' ... '"/var/cfengine/bin/cf-agent" -f update.cf'
      Completed execution of '"/var/cfengine/bin/cf-agent" -f update.cf'
      There is no readable input file at '/var/cfengine/inputs/failsafe/failsafe.cf'. (stat: No such file or directory)

      On a host that was not having this problem, I rm -r /var/cfengine/inputs and then ran cf-agent -KvB policy_hub
      Input files were created, but not inputs/failsafe/failsafe.cf
      This host started complaining as well. The bootstrap did create the file inputs/failsafe.cf

      cf-promises -cf ./update.cf
      returns 0

      cf-promises -cf ./promises.cf
      returns 0
