      Description

      Existence of @am_policy_hub@ file in @state/@ directory makes a big difference in performance.

      The reason is that the existence of this file changes the flags for @lastseen@ LMDB database to @MDB_NOSYNC@. This is hidden behaviour that we know it has bitten a couple of users that do custom/manual bootstrap of their hubs.
