Why is it more efficient to actuate bundles from body common control than as methods type promises

      Description

      It has been observed that iterating through a list of methods is slower than iterating over the same list of bundles via bundlesequence as defined in body common control.

      I would like to understand why this is the case.

      The attached test policy t.cf demonstrates the behaviour.

      When the bundles are iterated from body common control:

      cf-agent -KIf ./t.cf --define common_control  12.50s user 0.74s system 72% cpu 18.139 total
      

      When the bundles are iterated from a methods promise:

      cf-agent -KIf ./t.cf  19.30s user 0.87s system 80% cpu 25.084 total
