Bootstrapping Failed both on policy server(hub) and host(client)

      Description

      I am  building a basic environment on Ubuntu 16.04, x64 bit. But when I bootstrap the hub to itself it fail with the output below

      root@root:/home/ubuntu# sudo /var/cfengine/bin/cf-agent --bootstrap 18.144.42.120

      I don't understand how this comes about cause I tried earlier and it worked but when I try to do it for the second time, I get this error.

      Kindly advice on how to go about it.
