Reduce commands executed for discovery of --setopt=exit_on_lock=True in yum

      Description

      Currently, we use a command in a common bundle to determine if the version of yum currently installed is capable of exiting instead of waiting for a lock to be released.

      To improve performance, we want to avoid executing this command by integrating a patch to leverage the operating system version submitted by Alexis Mousset.

      We found the change to yum here was related to redhat bug 598527, but we were unable to locate any specific changelog indicating the specific release or version of yum distributed by redhat it was first present in.

      According to James Antill from this bugzilla comment "the first version of yum for RHEL-6 did contain them".

      We booted from Centos 6.0 and Centos 6.1 live cds and found that the --setopt option did not work in 6.0 but did work in 6.1
