Package upgrade fails on Debian 9.9

      Description

      While trying to upgrade from (a freshly installed, i.e not previously upgraded) 3.13.0-1 to 3.14.0-1 Debian package from the CFEngine repository I ran into the following errors:

      Failed to stop cfengine3.service: Unknown unit: cfengine3.service

      Failed to get load state of cfengine3.service: No such property 'LoadState'
      dpkg: error processing archive /var/cache/apt/archives/cfengine-community_3.14.0-1_amd64.deb (--unpack):

      Part of the reason for this failure may be that I have systemd installed but it is not my init system (on Debian 9.9). Trying to figure out where the offending line in the package's preinst script originates I ended up here: https://github.com/cfengine/buildscripts/blob/1b05f648d4a1212342f783ab68d66a61e49428b4/packaging/common/script-templates/deb-script-common.sh#L22

      There the assumption is made that because /bin/systemctl is executable it should also be used to control services. This is in my case unfortunately wrong. The debhelper scripts include ways to deal with this situation (cf. https://wiki.debian.org/Teams/pkg-systemd/Packaging), but the appear to not be in use.
