Stop testing masterfiles against 3.10 binaries

      Description

      In master we are still testing the MPF against 3.10.x. Since 3.10 went end of standard support December 28th 2019 we should remove this from at least master so that we aren't hobbled by 3.10.x limitations going forward.

      This came up while investigating test failures related to CFE-3558.
