CLI provided bundlesequence does not error when bundle does not exist

      Description

      When bundlesequence is provided via command line option there are no errors or warnings if a specified bundle is missing, it behaves as if ignore_missing_bundles in body common control is true.

      [root@localhost masterfiles]# grep -RP "bundle agent conv.*rocky" /var/cfengine/inputs/
      /var/cfengine/inputs/services/autorun/convert2rocky.cf:bundle agent convert2rocky
      [root@localhost masterfiles]# cf-agent -KIb conver2rocky
          info: Using command line specified bundlesequence
      [root@localhost masterfiles]# 
      

      I expected to see an error about missing bundle.
