Two help tips shown on devices tab, and none on releases tab during onboarding

      Description

      During my onboarding testing today, using Ubuntu 18 and latest Chrome, I saw two help tips on the devices tab at one time, and then when I move to the releases tab, there was no help tip. I created the deployment per the docs and the remaining help tips seemed to come up ok.
