[deployments] sort deployment device list by default

Unfortunately I made a grave omission when defining MEN-3993 that still prevents the UI from relying on the endpoint:

In order to show the potentially relevant devices at the top of the device list, the devices need to be ordered by their deployment status:

1. failure
2. aborted
3. pause_before_committing
4. pause_before_installing
5. pause_before_rebooting
6. downloading
7. installing
8. rebooting
9. pending
10. success
11. noartifact
12. already-installed
13. decommissioned
