[deployments-enterprise] tests, port to OS repo

we cut a corner to make prototyping for the enterprise case even possible:

all reporting-related changes were introduced straight into --enterprise. this was to avoid the automerge PRs which would slow down the job significantly.

add some basic tests at least and port reporting related stuff back into the OS repo.
