HM: verify why the deviceauth database is lacking some indexes

There is a difference in how deviceauth is being set up locally and in the HM.

Acceptance criteria:

• check devicauth indexes for all the tenants;
• fix indexes where needed;
• create follow up task to further investigate the issue if needed;
