      We should enforce limits everywhere in the backend and client, for example:

      • Maximum number of users per tenant
      • Maximum number of in-process/pending deployments
      • ...

      This meta-epic wraps all the tasks required to ensure that resources cannot be abused by users thanks to configurable limits.
